respectfully submit that the completion of the cession of the land should not be recommended by the Officer Commanding for the approval of the Secretary of State for War till satisfactory assurance on all are received from the Colonial Government; and as, from Lt. the Governor's letter dated 8th February 1876 2.111 it appears that the intervention of the Secretary of State for the Colonies with the Secretary of State for War is now being sought to complete the transfer or cession without knowledge of most of the stipulations herein contained it would seem therefore that no time should be lost in laying
